"Used" does not mean "broken," but eBay doesn't care

Oh, eBay, why can't you follow your own rules?
I'm trying to find a somewhat specific, older electronics device. It's not extremely rare, and there are a couple thousand or so listings for it. Most of the listings don't have the specific features I need, so that really narrows down the availability.
The item hasn't been manufactured for a couple decades, so there is a limited, dwindling supply. Also, the item does not age well, so many of the ones still around aren't in the greatest of shape. Probably a large majority fall into that category.
This is where my issue comes in. I search for this item with the condition "Used." Hundreds upon hundreds of listings come back. I think, great, I'm gonna find this thing no problem! Buuuuut.....
When I go through the results, the vast majority of them say in the description something like "device is broken," "such-and-such function doesn't work," "won't turn on," "not tested, unknown if working," or "parts only."
Those listings are explicitly not to be listed as Used! Here is eBay's own qualifiers for listing as "Used."
Used: An item that has been used previously. The item may have some
signs of cosmetic wear, but is fully operational and functions as intended.
It's an effort in frustration to dig through so many listings to try to find the exact right one I am looking for.
I got so frustrated that I reported about 10 of them. Ebay came back for every single one and said there was no listing violation.
This kinda stuff makes me not want to waste the time trying to find things on ebay. Sorry, just needed to vent about this.

No comment about the ebay search...one partial workaround would be to do the search (incl. in the description) and filter out the words like -missing -broken -"parts only" etc.. Just an idea....BTW no comment about ebay search 😉
