"Sorry, our system is temporarily unavailable." error on INR request

So I'm trying to file INR because its past delivery date and the tracking number seller provided in invalid (no update since it was updated, not even shipping label created)

When I click on "I didn't receive it" to start INR, I get the following error.

Sorry, our system is temporarily unavailable. Please try again later or you can try to resolve the issue by contacting the seller.

All other customer service works and I've tried other browsers. Is there a different way to file INR?

If the message says "temporarily" then just try again later. They could be having server issues.

Have you checked the tracking number on a site other than ebay?  i.e. USPS, UPS, etc.? 
Where is your parcel coming from?   How late is it?  

You may wish to wait a while and try again.  There is not a day that goes by that some function of ebay is broken, but often this is temporary. 

If your funded your payment via PayPal, you have 180 days to file a claim.  If you funded with a c.card, you can initiate a chargeback.

Its USPS, there has been no updated since "tracking number was provided" and on USPS tracking they've been waiting for the package

Just contact an ebay rep using the link I posted below. They will open the case for you.  You can have them call you or use chat. If you use the chat, first open the automated chat and choose  "see more" and then choose "contact agent". You will then be connected to a live agent. IMO the chat is easiest, their is no account verification since your contacting them directly from your account plus you'll receive a full transcript of what they said for future reference.

Filing an INR on eBay was broken yesterday, and still, apparently. I filed my INR on PayPal:

Turns out, my seller was eBay. Apparently I bought an unknown number of "Invoice id - v2_ ..." from eBay on Feb 16, and they have not arrived. eBay has a few days to reply, see how that goes.
