The seller ignores my emails, and despite having opened a request well over 3 days ago (after already emailing the seller 10 days before that) there is no "Ask eBay to step in" option as described in the instructions here:
The only options are to send the seller another email they can ignore or to mark it as closed and give up. How does eBay not having a working complaint process after more than 20 years?

You should be able to Escalate on the 4th business day.
Do not count weekends & official holidays

Patience! A few hours is not going to make a difference in your life. You can ask eBay to step in on the 4th day.
Would you care to explain what happened, or didn't happen, that makes you want to ask eBay to step in?

How long ago was the item delivered? You only have 30 days from tracking showing delivery, or from the last estimated delivery date to send requests or file disputes.

What is the reason for the request? There are subtle differences between Requests and Disputes on ebay. Contacting the seller is only a suggestion, not a requirement, though you are doing that when you request to return an item.

It's been 7 days. If I have to wait 7 days plus a few hours, eBay should have said that instead of 3 days.

The item was never delivered. There is no tracking number and the listing does not show a delivered status (the seller marked it as shipped).
On the website it is listed as an "open request". There was no option to do anything else. Customer service told me what to do, and to wait 3 days before they could do anything.
I waited a week, and still the only options when I click "see details" were to send an email or close it.
