eBay now allows sellers to require a payment method in advance if the seller chooses to. In that case, eBay will place a reversible hold on the payment method for the total amount of the bid plus shipping and taxes. Not all payment methods are suitable for such a payment hold, so things like PayPal credit may not be available in that case.
I have always used paypal credit to buy or bid on ebay no matter what the price was. I can no longer have the choice to use eEbay credit. which is on of the best ways to buy anywhere on the internet. Anyone one else feel the same way. my days on ebay may be numbered.

All you need to do is search on this subject in this forum to find a dozen or more lengthy threads on the topic. Yes, a lot of people feel the same way. No, eBay is not going to change it. No, we really don't need yet another thread on it.

Not all sellers require this. Find one that does not, or simply shop someplace else. There are many sellers that have no idea the requirements are on their accounts, limiting the options a buyer has to pay AND removing the option to combine multiple items for one shipping price. Other sellers think this is just great, but likely do not care about or wish to encourage multiple sales or a better buyer experience.
Though eBay proclaimed this was to cut down on non-paying buyers it does more to discourage buyers that actually DO PAY than anything eBay has come up with yet. The settings do nothing UNTIL eBay forces the buyer ID into forced compliance. Sellers can change it here, but buyer IDs are stuck unless they patronize a seller who had turned these off. Even if you don't sell, I would imagine you will find them on your own account in case you do sell someday. eBay has already signed you up...LOL.

In case those combined shipping killers are not enough, eBay has made ALL seller generated offers (and counter offers "Immediate payment required". Though buyers have a choice of more payment options, combined shipping is not allowed since each must be paid separately. This is a new eBay requirement that has nothing to do with the above "buyer rules". Nobody can opt out, and it is for all transactions that fall under seller generated offers (or seller accepted counter offers).
Instead of sanctioning buyers that don't pay, eBay has instituted the "punish everyone plan" which actually makes them more money. Sellers pay more, buyers are not happy, and may not participate at all.

What I do not understand is why any seller would not take a payment from paypal, that is my problem. only 13 sellers have and are selling what I am looking for. and all 13 sellers have a listed price but also have current bids but will not accept paypal credit for payment. I have never received any thing negative from a seller when I use paypal credit. 6 used laptops i need and not 1 of the13 sellers will accept paypal credit.

It's not that the sellers don't take Paypal Credit. That's not something the seller has any control over. It's that Paypal options such as Paypal Credit or Pay in Four can't be used as prepayment options. If the seller was opted out of prepay you'd find that you're still able to pay with Paypal Credit after the fact.

When a seller retains the 'buyer rules' posted in Message #3, it requires a buyer to put up a payment source before the buyer can proceed to make an offer or bid on an auction. At that point many of the payment options become unavailable to the buyer who complies. No Google Pay, Apple Pay, Spendable Funds, bank account funded payments, PayPal credit, or PayPal Pay in 4, etc. will be allowed. This is eBay denying these options because they may not be able to be auto-billed with funds available for the "instant purchase" that will occur.
