What does tracking show?
A day after the estimated delivery date Ebay gave you, open an Item Not Received case.
Go to your purchase history and click I didn't get it in the menu next to the item.
The seller will have 3 days to provide a tracking number showing it was delivered or refund.
If they don't, return to the case on day 4 and ask Ebay to step in.

What was the last estimated delivery date for your order?
Has that date passed by at least one day, but less than 30?
Is there online viewable tracking information? If so, what does it show, exactly?

gave me the tracking and says it was delivered in my mailbox, which is on the street. I did not receive it....

If USPS was your carrier, and you got nothing, it will help if you pay a visit to your local Post office. Bring a copy of your transaction history with the tracking number. Your post office should be able to tell you if the package was indeed intended for you, or addressed to some other place in your Zip Code. Tell them you believe this may be a case of the "fake tracking scam" and you are ready to report Postal Fraud. See what information they will provide for you in terms of print outs, etc.
Though USPS has been in the past notorious for being uncooperative, times have changed . They are as sick of this as we are, and may help. In the meantime DO NOT FILE "item not received" (INR) with ebay before you gather as much information as you can.

Thanks for advice..I did go to post office ...no info, not surprised. There are alot of problems with our mail since he goes to a larger city first. And of course I did contact EBAY..Darn..I purchase a lot and just can't lose $60.00

I love all the great advice...soooo now what? I am just out? Do sellers not have any sort of insurance on package or they just don't care...They got the money...

I’m not sure what you expect the seller to do. Yes, seller might have insurance – but that’s not gonna pay out. The post office indicate that your item was delivered. Sure, seller has the money, but he also sent the item. If you know that you have problems with your Postal Service, get a PO Box. That will make things easier for you.

The post office does have the info, ask for the scanned delivered location on that tracking number. If USPS isn't providing that to you, then they are your road block

We have had a PO Box for 20+ years. All packages are secure and held until we pick up.
Did you check with neighbors?

Respectfully, you have a part in this. By your own statement, your post office has issues. You are aware of them. Difficult to blame a seller if you choose to have something shipped, through the USPS, knowing that there is a reasonable chance that there is going to be a delivery issue. I’m very pro-buyer, but come on.
there are workarounds to folks not shipping to a P.O. Box - there is a way to set up your address that it isn’t an issue.

We are somewhat sidetracked here: What do you mean by "and no one delivers to a PO box"?
The other poster was suggesting that you get a PO box at your local postoffice to have your mail delivered to. Are you referring to FedEx and UPS not delivering to a mail box located inside a PO building?
And, if you were referring to a rural mail box, sure they deliver, what would be the point of having one if you could not receive deliveries? Example: Although I live in an incorporated municipality and have a street address like 123 First St, my USPS mail is delivered to a large metal box which is about 50 feet down my driveway at the side of the road. Any deliveries from UPS & FedEx are delivered to my front door.
