I wouldn't know anything about it. How about asking the seller?

If the info in the photo of an item, does not match the item specifics, find another seller. Chances are the listing you found was posted by a China based seller and they are known for falsifying information in order to make sales.
Buying Lithium Ion batteries online can be tricky. If the seller does not follow the procedures for shipping them. They are classified as Hazardous Materials and require special packaging and documentation. If the one you found on the site is priced well below local retail prices you could be receiving a very unsafe knock off one, if you get it at all.

What is partoction?
There are approximately 1.7 billion listings.
How would eBay look into such shenagins shenanigans with that many listings?

On every listing page there is a link to a seller's feedback profile page. Using that can tell you how reliable a seller is. Beyond that using ones common sense and not buying from listings with conflicting information and/or very low prices, for a particular item, is one way buyers can protect themselves.
