I purchased an item but it has not been shipped and the seller will not respond to my inquiries. It will not allow me to cancel the order. How do I get a refund?

If the item you ordered does not arrive by the latest estimated delivery date provided by eBay when you purchased the item, one day after that date you can file a Item Not Received case.
The system is automated.
Come back here with questions if needed.

A day after the estimated delivery date Ebay gave you, open an Item Not Received case.
Go to your purchase history and click I didn't get it in the menu next to the item.
The seller will have 3 days to provide a tracking number showing it was delivered or refund.
If they don't, return to the case on day 4 and ask Ebay to step in.

Item purchased will state when it will be shipped.
Sellers usually have so many business days before shipping an item out.
Saturday/Sunday are not business days.
So it's been like only 3 business days since item was purchased?...if on this new account.
Sellers do not always answer emails immediately.
And item cannot be cancel at this time.
And not every seller uses tracking...

Have you read eBay's Money Back Guarantee for buyers? Now would be a good time to do that.
