What you are seeing is not unusual at all. Some members may sell a few household items, to get a feel for the site, then list last years iPhone for $700 or a watch for $1,000.  It happens quite often, there are even some (0) seller's listings for a car can be found on ebay.

 

Maybe the person tried selling the car on Craig's or other site's and didn't have any luck, so they are giving ebay a try. eBay Motors works differently than the regular site does, and  ebay does have a Vehicle Purchase Protection (VPP) for qualifying vehicles, but it is different from the Money Back Guarantee.  Also Bids,  Buy It Now, or offers, on vehicles are not binding, because a vehicle may be found to have undisclosed faults, when inspected.

   The only time you need to worry about is finding a vehicle of any kind listed on other sites like Craig's, Marketplace etc., that say they the transaction will take place through ebay "for both of our protection". Those are all scams.
