I placed a bid on a picture and checked if Sri Lanka was blocked before placing the bid. There I saw that free shipping has been given, the seller has not blocked Sri Lanka, now when I go to pay the bid, I get an error saying that the seller will not send to Sri Lanka. Please let me know to cancel the order or provide another solution. How to cancel the order?

It sounds like you just checked the excluded shipping. Instead check the ships to if it doesn't list your area in there then you won't be able to pay you'll get this notification. You can't cancel you can contact the seller to ask them to cancel.

You need to email the seller and ask him to cancel since he won't ship to your country. It's possible that the seller knows this already and has decided to close the case on day 4 and cancel with the choice of buyer did not pay. In the future, do NOT bid if the seller does not ship to your country. Ask them the before you bid. You need to know the shipping rate before you buy.

Instead of looking at the list of blocked countries, you should look at the "Change country" list above that. If SL is not on the list, then the seller doesn't ship there. Here is an image fro a listing that has specifically blocked eleven countries, BUT it only ships to the US. This seller hasn't blocked Sri Lanka, but still he won't ship there.
