This is very common on ebay and they do not protect the sellers.

What type of documentation do you have from the USPS? If it is an email, ebay will not accept it because they can be faked. The "Proof that your item was delivered to the wrong address" will have to be written on USPS stationary. If you read my reply in the link below dated 04-11-2023 03:13 AM
You will get the info on how to get the documentation you need to win an appeal, or to use the social media method to contact ebay and get a refund. It will also tell you what the clerk can write out, which is sufficient to get ebay to issue a refund.

hello, yes I have the document from the USPS . it shows the tracking number that was giving to me and shows the address where it was delivered. and shows the incorrect address that it was sent to. and it shows the weight of the package, and that is proof that what I ordered was not in the package. also the seller sent me an update with the tracking # and the address on that up date was my correct address. and I sent that document to Ebay but beat still denied me. and closed my case. now Ebay will not even let me contact them.

That's because the document passed through your hands. Whenever you're in the loop, any letter on official stationery from UPS or FedEx or USPS could have been altered, before you show it to eBay.
eBay is many things, but it is not stupid. So any proof which could be fabricated or forged, is not proof. Only a letter sent directly from the carrier to eBay legal would be sufficient.
Compare that to the photos or videos you would send, which too eBay will not consider for exactly the same reason: That they can be manufactured.

If you have a signed note on USPS stationary and attached it to an appeal, ebay should have accepted that as proof. If you did that and your appeal was denied, then you will have to open the link I and eburton lab provided, find my first reply to it where I gave out instructions including links to ebay's Facebook and Twitter social media sites to get resolution. Make sure to follow the instructions in that reply carefully. If you do not use social media, you can create a Facebook or Twitter account, then delete it once you have received a refund.
Do not pay attention to the message posted by ra876999. Others who have followed my instructions have won disputes they lost originally and on appeal.

I had this happening to me too before, and eBay as well as Paypal sided with the scammer.
After waisting my time waiting for my "Case denied" notification, I ultimately filed a dispute with my Bank and they refunded me the money, believe or not. I did provide the Bank Fraud Department all the correspondence with eBay, Paypal, and USPS.
I also filed a Mail Fraud case online (OIG) and Internet Fraud (IC3) , to no avail, but nevertheless.
It is an outrage that this it is a lucrative business practice on eBay to scam with mail fraud. But I have to blame myself for it too: "Too good to be true" applied here, and I didn't vet the seller properly.
