hi i have recently purchased an item , that is described as "Used: An item that has been previously used. The item may have some signs of cosmetic wear, but is fully operational and functions as intended. This item may be a floor model or an item that has been returned to the seller after a period of use. See the seller’s listing for full details and description of any imperfections"
when checking to see if the seller has added tracking as hes marked it as dispatched but given no tracking it says no returns, im confused by this as to me this means its probably faulty and your not allowed to return it , does this mean if the items broken i cant return it i wouldn't of bought it if it was faulty ,only after looking at the listing again did i notice under postage it says no returns ,im sorry if this is silly question but i always assumed if something is described as working then if its not working you can get a refund, so if the items faulty can i get a refund if so what is the point of the no returns policy its confusing and worrying me along with the fact the seller has provided no tracking

Sellers can have no returns policies.
Sellers cannot have No Refunds policies.
If a seller refuses the return of a disputed item, the buyer is still going to be refunded.
The buyer is covered by eBay's Money Back Guarantee.
Basically if, when the item is received, inspect it immediately.
You have 30 days from delivery to open a Dispute/Claim.
It is polite, but not necessary, to contact the seller first. Often a problem can be solved this way.
The only real question is who will pay for the return shipping, if a return is demanded.
And even a seller with a NO RETURNS policy is allowed to demand the return of the disputed item before refunding.
You are also covered by Paypal (if you used it, which is a good idea) and by your credit card's chargeback policy. This gives you up to 180 days of coverage from payment.
But look at your seller's feedback.
You can check their negative and neutral FB by clicking on the number.
Remember that some people cannot be satisfied, but look for a pattern of complaints about poor descriptions, unfriendly service (check Responses to FB too!) , or slow shipping.
Most sellers are at least as honest as you are and want you to be happy with your purchase. Things will very likely go just fine.

The no returns policy only applies to buyers remorse/doesn't fit reasons. If the item is damaged/defective/not working/missing parts etc. you are covered by ebays money back guarantee and you can open a case for return within 30 days of delivery. The seller is responsible for the return shipping fees.
Now would be a good time to read ebays MBG policy...

It is vitally important to read listings fully before ordering.
If you missed the fact there was no returns, you could have also missed information by the seller that they don't use tracking, or ship the item in an oil- filled bucket.
Hopefully everything works out, but moving forward, you will do yourself an immense favor and eliminate a ton of stress by reading the full listing to be assured you are all set.
On this go-around, others above have given you sound advice on how to address this order.

Have you read the Money Back Guarantee?
Have you received it?
Is it faulty?
If it is faulty, that means it's not as described. If that's the case, you have 30 days to open an item not as described.

NO RETURNS means you can't return it for a buyer's remorse reason.
If it doesn't fit, you found it cheaper, you don't like the color, you don't like how it smells, there's nothing wrong with it but you no longer want it--those are remorse reasons. If their policy is no returns you would not be able to return it.
But if it arrives broken, not working or it doesn't match the description or is the wrong item or wrong color you would be able to return it for a refund unless the listing says Coverage: not eligible for eBay purchase protection programs. There are a few categories where you're not covered if you receive the wrong item or it doesn't match.

i only never noticed the no returns as im not a frequent buyer and would only expect no returns on faulty goods ,but i now understand what the no returns means am resassured , as for the delivery it says this "eBay Delivery – Evri, DPD & UPS Next Day" so i assumed it would be fully tracked , im concerned about this as i live in a flat with a main door that has no access except tenants and royal mail so if im out when the item gets delivered then i dont know how they would be able to leave a card , seller has ignored me anyways and yesterday was estimated delivery so ill just have to assume hes sent it and hope im home when it comes

ah thanks i understand now ,its a computer cpu,cooler says in the info its compatible with my motherboard and has all the relevant screws so as long as it does then there should be no problem

While you are awaiting the arrival of your purchase, you might want to take a little time to read eBay's Money Back Guarantee for buyers. It's seen in every listing and is really quite helpful if/when a transaction goes wrong. All that's required for a buyer is to read it, understand it and use it in a timely manner.
