china scammer help

i bought from a china seller that turns out to be a scammer account . he deleted all his listings and  took the money and ran off   no replys . .  

if a package never arrives and you file a item not received case  & then fake decoy  item comes and its not what you ordered but a fake decoy package   can you file a item not as described case after the first case is closed  on the same order ?

If you receive the item and it's not what you ordered, you should be able to file an INAD after an INR is closed.

If you can't open an INAD on Ebay, file one on Pay Pal.

You can start a return request with the reason "Wrong Item Sent" after you lose the first case because a decoy item arrived.

After you start the return request, click Ask eBay to step in it after 3 business days if eBay doesn't step on itself automatically, because starting on Jun 1, 2020 eBay is supposed to step inside automatically after 3 business days, so the buyer does not have to ask eBay to step up to force a refund, no return needed.

If you file at PayPal instead, you'll have to pay for return return shipping ... back to China.

More than likely ebay closed the account. Sellers cannot just close an account while there are still sales waiting to be completed. A seller who is unregistered can no longer receive messages.

What you do when you file an item not received (INR) dispute is close it as soon as ebay allows, or if the seller does not respond within 3 days, ask ebay to step in and get a refund.

If while the INR dispute is open a package arrives, that is not what you ordeered or as described, you have to ask to have the INR switched to a not as described dispute. 

Since the seller is no longer registered, you can file a not as describe dispute through PayPal, but let them know the seller is no longer registered.  In the future reconsider buying from China.

the scammer account is still active his listings all vanished . hes got a great wall of negatives now but still not deleted by ebay cs .

thank you guys for this info  i never ran into the problem before  and i was not sure if i could file a case not as described after the other closes .    the tracking on the item says its a small packet  but what i ordered is a large item and the tracking keeps pushing the due dates further away and it never leaves china
