This is happening to me. I put a watch on an item and the seller just charges the item to me without my permission.... not good , creates a big issue for buyers .

It sounds like you made an offer and the seller accepted.   No seller on here has anyone's payment information, ebay doesn't work that way.  All payments are processed through ebay.

Or the seller had eBay send an offer out to potential buyers who had the item on their Watch List and you accepted the offer.

At some point you clicked a button to agree to buy (and pay for) the item, most likely with an authorization for eBay to charge your payment source for the price, s/h and tax.  eBay (and especially not the seller) don't just force a sale onto someone who only placed the item on a Watch List.
