how can I let Ebay know that they send me a wrong size of shoes? I wonder what happened in their authenticity guarantee process, how come a very essential thing like size of the shoes could pass their checking?

Sending correct item to order is seller's responsibility and authenticator should not be held responsible for this.
Frustrating yes but part of life as we all make mistakes and It looks like your seller made a mistake and sent wrong size.
You can open a return case citing most appropriate return reason like wrong item/ size sent which will be a SNAD case and you should receive a pre paid return label to send the item back to eBay's authenticator and after checking your returned item the authenticator will forward the item to seller for refund.
You should send your seller a message advising him that item you received does not match your order as size received is not what was ordered. Just for seller's records send him a photograph showing size received and if you still want the item then advise him that you are proceeding to purchase the item again and for seller to make sure that correct size is sent.

I have noted that you are in Indonesia and seller is in USA.
Did you have the item delivered to an address in USA and they forwarded the item to you in Indonesia?
OR
Was item shipped directly to you in Indonesia?
If item was delivered to an address in USA then is only responsible for providing a pre paid return label from address in USA to authentication guaranteed address and cost of sending the item from Indonesia to USA is your responsibility.
If item was shipped directly to you in Indonesia then seller is responsible for return postage cost and I would advice that you get a price for your local Postal service provider's tracked & signed service to return the item to USA and advise your seller of this cost and ask him to send this money to you.

The item would not be even eligible for the Authenticity Guarantee if the buyer had the item shipped to Indonesia. That is how I know the buyer used a 3rd party shipper . And ebay does not cover 3rd party shipped items either so the seller is not liable as the 3rd party shipper could have done something with the item.

I'm sure someone will be only too happy to correct me if I'm wrong, but I've fairly certain that the authenticity guarantee only verifies that your item is genuine. "Air Jordans" are, in fact, authentic "Air Jordans" and not some cheap knock-off.
As to sizes, there are several "standards" for shoe sizing in place around the world. You may have received the correct size for the sellers country, but that wouldn't necessarily make it the correct size for any other.

You may wish to read this:
https://pages.ebay.com/authenticity-guarantee-sneakers-seller/
From that page:
Can buyers return items purchased with Authenticity Guarantee?
Buyers can return an item if the seller accepts returns, as stated in the listing, and the return takes place within the seller’s return window. If the seller does not accept returns or the return is submitted outside the return window, this will be considered final sale and cannot be returned, subject to any consumer law rights that the buyer has in the relevant jurisdiction in which the item is sold including rights that require exceptions to any “final sale” policy. Any item that does not receive our authenticity guarantee tag, will not fall under our final sale policy.
One place for advice might be to use this link instead of dealing with the regular eBay customer service:

Hi - I've got one for you from the "other" side. I am a seller and my item passed authentication, but because there was no actual size label tag, they are returning my item to me. They made it sound like the buyer initiated the return, but when I reached out to him, he told me he never even received the package.
The sad part is, is that the number was imprinted deep inside the designer shoe. It was hard to find - and even harder to take a photo of it - but I actually had a photo of it within my listing! Now, the buyer is upset (he wanted the designer sneakers), I am upset - and I have no way to reach eBay about this. So, I just paid round trip postage alla eBay. Nice little trip for the sneakers...
