been waiting for power tool to arrive. then i get this text: ( your order has arrived) yea but it was dropped at another location in my town, it seems the tracking num given me was used by someone else in another totally unrelated order so my tool was delivered as part of anothers order. cant contact seller for hes out of town. thinking of calling bank to possibly try get money back

It's possible, there are a number of "tracking scams" out there.
What carrier is this, and have you tried contacting the carrier to confirm the tracking used your address or not?
Is the seller new, or do they show experience and recent orders.
Don't call your bank yet until we can figure this out - there are steps you may need to take to get eBay involved.

Check your order details to make sure the correct address appears there. That is the address the seller is required to ship to.
Contact the shipping service to determine if the tracking number you received was for a package that was addressed to you.

You can avoid many fake tracking issues by choosing to only do business with experienced sellers that have a proven track record of delivering similar items as seen by examining the seller's feedback page, and by avoiding inexperienced sellers, sellers with patterns of negative feedback indicating serious problems, or sellers with large gaps in the selling history or recent drastic changes of seller behavior.
