Withdrawal problem not complete task

I suspect that you are being scammed by a site that is not connected with eBay.

Any time that someone wants you to pay to complete "tasks" in order to be able to get funds you have "earned", that is a scam. There is no account, just a fake web site. Your money is going directly to scammers who will never pay you, they will just take whatever you give them and demand more.

I'm sorry, but eBay doesn't pay anything for completing tasks ...

I really hope that you haven't been taken in (and taken advantage of) by a task scam. If  you are asked to pay  money to complete tasks, that's a sure sign of a scam.

Withdraw what money? You just signed up on eBay today. 
What tasks? The only way I know of to get money on eBay is to sell things there’s no “tasks” to do.

I'm sorry to tell you but this is a complete scam. You are not working for pay, you are giving your "recharge" money to scammers. Stop giving your money away, you can't win at this scam.

You are participating in a con artist scam.  
There is no tesk platform there is no balance to withdraw. 
eBay doesn't get involved with scams like that.
