Why on other actions others no I did not receive it.

I have an item I bought from England that I been having problems ever since it was shipped buyer used eBays global shipping. On anything else that don't use global shipping when you look at list of stuff you bought under other actions there's I did not receive it box it there. But on this one thing I think is lost by global shipping way past due that was Sept 14. That box for did not receive it missing is that normal for stuff shipped by eBay global shipping. Still trying to give the seller a chance hopping it will arrive but starting to lose hope on this one I don't want to eat it. I feel eBay rip me off on this one not having a report I did not receive it fishy. If I don't get what I bought or no refund I am done with eBay.

You have eBay’s Money back guarantee. If you don’t receive the item by the estimated date of delivery you can file an item not received case through the order. You have 30 days to do that. 
You go to the item click the drop down menu that says MORE ACTIONS. Click “I didn’t receive it”.

follow the prompts. Your seller has 2 days to respond by either uploading tracking showing delivery or issuing a refund. If by day 3 you don’t hear from the seller you can ask eBay to step in. 
If the 30 days to open a case has passed. You have other options…

You can file a chargeback for not received through PayPal, if that is how you paid, you have 180 days to file. If you didn’t use PayPal, paid through credit card, you can file not received there.

If you go to the listing in your purchase history and look at the listing you should see the estimated delivery date shown and under it Returns accepted through...  example below.

That means if the item is not as described, or has not arrived by the last return date your Money Back Guarantee (MBG) protections lapsed. You had 30 days from the last estimated delivery date to file  an I didn't receive it claim, and when that date passed, the option to file in the more actions box disappeared.

When I click on "more actions" the option "I didn't receive" didn't come up. And the 30 days have not passed it's only been two days.
