Why can't I buy from sellers who does not specify a shipping option?

Greetings.

I live in Brazil and have been buying some skylanders figures since September.

I've bought twice (with specified shipping) from a seller who had a few figures listed as "not specified shipping". Each time I tried to buy, the ebay system blocked me saying the seller do not ship to my country (although I've bought twice before).  I've sent several messages to the seller asking how to buy those items and had not received a reply. So I quit and bought from another seller.

Then I saw another item I wanted that also had no shipping specified. I tried to contact the seller but there was no answer.

The same fact happened other 4 times with different sellers: message sent and no reply. I've even contacted ebay help but their answer does not convince me.

Five days ago I've found another item with similar shipping condition and sent a message to the seller (using Chrome this time) and there was an answer (finally). The seller told me that they send items to my country but ebay may be blocking due to certain restrictions or to my address. Well, I've received several item of the same kind (skylanders figures) between september-october in my registered address flawlessly.

In fact, my address was registered in an old way so I updated it along with my phone number but the same block happened when I tried to buy the item. I've sent ebay a message about the issue but had no reply so far.

Does anyone know what might be happening? Why there was no answer from sellers, including one I've negotiated twice before with no problems?

The most common reason a listing will show shipping not specified is that the listing isn't set up to ship to your country. The easiest way to determine if the seller ships to you is go to the Shipping, returns, and payments tab on the listing. That will show you the countries to which the seller ships and which are excluded. If Brazil isn't in the list of countries shipped to or is excluded you can message the seller and ask to be added to their exemption list. The seller can then calculate shipping cost to Brazil.

Thank you for your answer.

In all cases I've mentioned the sellers ship to the country I live (I always check that before anything).

At least I think they do because some of them have two different informations:

1 - the tab "shipping, Returns and payments" lists Brazil as a country passible of shipping;

2 - the tab "contact seller > shipping" says the seller does not ship internationally.

Since I don't know which one is the correct, I always ask first if they actually ship to my country before buying.

There are two places a seller chooses their international shipping options. The first is when they set up each listing. But there also is a global option they set up in their selling account that applies to all listings. Sometimes sellers will set up shipping options in a listing that are different than the account options they've set. My guess would be that's what's causing issues.
