When I search listings to buy, I almost always select the option that was something like "Price + Shipping, Lowest to HIghest", that "button" for drop-down list having been located under the Search entry field, toward the right, where I now see a field for entry of a shipping destination ZIP code. Although I can see an occasional good use for changing that from my ebay-registered ZIP code that automatically populates that field wehn logged in; and I can still find another tool to filter for listings with free shipping, neither of those tools is as useful or simple to use as was the highly visible Sort tool for pricing, which I cannot now find.
Was somebody working for ebay actually paid for work to remove this valuable, much-used tool? If so, it would not be the first time ebay has shot itself in the foot and would not really surprise me very much, but I am disappointed and hope for a quick remedy.

I still see the option to change the sort order when searching.
The sort option only appears when you are searching and you have more than one result. If there are no exact matches (or only one) you may see some items matching fewer words as suggestions, but those cannot be sorted. You need multiple results that meet your search criteria in order to sort.
If you are getting multiple results and you still do not see a sort option, try using a different browser. If the sort option appears in another browser, try clearing the cache in your original browser.
If none of that helps, you should still be able to change the sort order of your results by going to the Advanced Search page.

When you re-find that Low to High sort link, Hit it.
THEN, start searching the fine, little bit hidden, words above the listings. In order to see all the cheapest stuff eBay has hidden some more.
