With the increasing use of the eBay Standard Shipping there are a lot more instances where the Post Office charges the Buyer - Postage Due because the envelope is too thick. Even though there is no recourse for the Buyer to request reimbursement for the Postage Due he had to pay, the Seller should always refund the difference.  eBay needs to provide a process for the Buyer to get reimbursed for the postage they had to pay because the Seller improperly package the item. 

And Sellers need to stop shipping thick patch cards in PWE and assume they wont get damaged. They usually will and sometimes even when a top loader is used.

A claim for not as described appears close enough, if a message to the seller does not yield a refund of the postage due.

It’s also a problem when the seller lies about the weight. A few years back I had a package from eBay with about $10 due, despite having paid the shipping costs on eBay. The seller tried to cheat and send the item at a one pound rate, when it was closer to twelve pounds. I know if the seller had used eBays label service they would have been charged back, instead of myself. In that situation I never received a resolution. I eventually gave up, because even if I’d returned it, I’d have been out the additional postage. Just another reason I shop less and less on eBay these days.

You could have refused delivery, opened an item not received case, and received a full refund. EBay's Money Back Guarantee specifically allows buyers receiving packages with postage due to do this.

And you would have lost, case closed without a refund, and feedback blocked or automatically removed.

 

Those of us who have never done this, don't know how eBay works, that

1. there is nothing on the scanner for postage due, so tracking says notice left, refused, return to sender, etc.

2. there is no option on the item not received page to upload a photo of the postage due.

3. adding a link to a photo of the postage due in the comments box won't be reviewed.

4. the bot only reviews tracking, sees refused, closes the case with no refund, and kills feedback.

5. contacting eBay CS will waste effort to also start an INR which will close without a refund.

 

The blue that said to start an item not received refund request for postage due had to backpedal quickly.

I'm quite familiar with how both eBay and USPS work, and I have in fact done this. But thanks for your concern. In most cases the tracking does indeed indicate postage due. In those cases where it doesn't all the buyer has to do is appeal the bot-based decision to win when a human looks at it. And none of your argument negates the fact that this is the only method eBay offers for not having to pay postage due.

But one of the exceptions to that rule is that you're allowed to refuse a package that comes postage due. If that happens you should refuse the package then open an item not received case to get a refund.

 

And that's the only way you can recoup postage due through eBay. If you paid with Paypal they used to allow you to open a not as described case case to recoup postage due. I have no idea if that's still the case, but you might want to look into it.

Except you didn't pay any postage due

because you went ahead to "to refuse a package that comes postage due."

 

So that doesn't seem to be a logical "way you can recoup postage due through eBay."
