When, i try to purchase any item on ebay.com it shows with the error on the checkout screen

I made a new account and tried to buy something and the same error didn't happened. I've tried to contact eBay and they said they were fixing it but nothing has happened yet and I've deleted add-ons i've done everything even a different countries eBay.
