I don’t know when my order will be here. I purchased a new phone last Thursday. I got a message saying it was sent on Friday. It was saying it was going to be here on Monday the 16th. It’s Thursday and I still don’t have anything. The person is responding but I don’t know what To do because the Tracking number is not being updated or being acknowledged it’s been received. What do I do. How long do I wait to do something about it. I’m kinda freaked out right now.

Open a refund in the resolution center the day after the last 'estimated' delivery date was shown- open as 'item not received'.

File the Item Not Received now.
Any chance this was seller in China?

@potatoguy You only have to wait one day past the original delivery date to process an Item not received claim in eBay's Resolution center, link at the bottom of the page. The Seller will have 4 days to upload tracking, if they don't you have eBay step in and close the claim for a refund.
If your Purchase history shows NO movement on the tracking number they supply it might be some kind of a scam.
If you process the claim and suddenly they load a tracking number that shows it was delivered then its a scam and you will need to go to the Post Office with the tracking number and request the GPS location they delivered the package to ... that will be needed when you go to get your money back.

stay calm and keep in mind there are more delays than ever now because of the C-virus that has caused some slowdown with mail & packages in transit...

If a seller cancels a transaction because he cannot ship the item, the seller has to refund and gets a damaging "Out Of Stock" defect. But if you file an "item not received" the seller has to refund but does not get a damaging defect.
Unfortunately, eBay has created a system where unscrupulous sellers have an incentive to lie about having shipped an item to avoid an "Out Of Stock" defect.
I'm not saying this is what happened to you, but it always makes me wonder when a shipping label never gets a scan.

Have you not read eBay's Money Back Guarantee for buyers?
Now would probably be a good time to do that.

Who sent the message, and did the delivery date given in it match what the last estimated delivery date is on the listing page?

You can do as the others have told you, open an INR dispute if the last estimated delivery date has passed. If you did not check the seller's feedback profile maybe you should do so now. The seller could have a fair number of feedback and a 100% rating but not for selling, or not selling anything in over a year. If that is the case they may have run into PayPal's 21 day hold on their payments, and do not know how to deal with it. On their PayPal page they see your payment marked as Pending. If the above is what you find, you can message them telling them to login to PayPal click on the help button, then type "Payment Hold or Why is my payment on hold" into the topic search box. Then they will get the info on how to complete the sale.
