Unable to buy anything on Ebay or attach cc to paypal accounts.

So about a week ago I bought a phone with my credit card the payment went through immediately. ABout an hour later I tried to buy another item and I was getting an error saying unable to process payment choose a different option so I had my sister try to use her card and got the same error. I read that I might be able to use paypal to buy it so I tried to link my credit card and my sister's to both my mom's and my pay pal accounts and both gave me error saying to try again later. I had bought a product about a month ago and it stopped working 23 days later so I returned it and now it appears the seller is unable to refund the money due to errors popping up. So I'm unable to buy anything and also unable to get my refund anybody know of any way to fix this?

This seems odd to me, since you have been registered with eBay for over eleven years--since December of 2008--with at least, based on your feedback numbers, 362 transactions since that time.

And now you're saying you've never had a PayPal account linked to your eBay account? In all those eleven years and 362 transactions?

You have 97 feedback comments as a seller. Sellers had to have a PayPal account linked to their eBay account in the time frame in which you received feedback for selling.

Pardon me for being skeptical, but what's the rest of the story?

" I read that I might be able to use paypal to buy it"  looks like you have sold many items on ebay what kind of payment were you taking ? with all the buying and selling you have done just seems kinda strange that you just read that you may be able to use PayPal. Have you contacted PayPal to see what the problem was?

No, this is my mom's account my whole family uses it to buy stuff, we've always had a paypal account linked to the account. I'm gonna go over the story again in more detail. On the 31st of January I bought a phone it was close to $200 and the transaction completed with no issues using my card. About an hour later I went to buy an Xbox and it said it was unable to process the payment so I had my sister try it on her card and I'd pay her back but that also failed. We figured that it was just the listing so I tried other ones and they all failed to at this point i figured something was wrong with paypal or ebay. So I ended up just buying the Xbox off amazon. When I was trying to find a fix I found a post of someone who had this issue at some pointand they said they were able to buy the Item they wanted by using paypal only no debit or credit cards. So I got my mom's paypal and tried to add my card to it so I could transfer funds to it. I got an error saying cant add payment option try again later then I tried to add my sisters card and that didn't work either. I then made my own paypal account and tried to add the cards and got them same error. I thought it would resolve itself and that it was just paypal being buggy but its been a week and I'm still unable to buy anything. I contacted the seller of the item I needed to return and he said he has been trying to refund me but it's not working so I think these issues must be linked. Today I tested buying a $1 item and I still get the same error so I've contacted paypal and am currently waiting for response, and posted this here to see if anyone had any fix. 

P.s also tried unlinking and relinking the paypal account.

We've always had a paypal linked to the account. When I was trying to fix the "unable to process payment" I found a post saying they had the issue and were able to use their paypal to buy an item instead of using cc or debit. Not that i just found out about paypal as an option. I probably should have worded that better.

Alright so I just got done talking to paypal and I am able to add my card to the account now but I am still getting the error on Ebay.

If your mom--who has apparently had this account for eleven years--can't help you get this item purchased, I suggest you contact eBay's customer service for any further support. There's a link to "Help & Contact" on every page.

Ya It actually seems like my mom's card is the only one that works to buy stuff I have no clue why but I'd be fine with just transferring money to her card when we need to buy stuff but it seems to be affecting my refund as well. Thanks for the responses I guess.
