When I place an offer today (and maybe its a systems problem) but get this message below. I tried for a different ebay account to see if it was something strange with my device or account, and the same issue. Anyone ever face this and how to fix it?

Sometimes there are temporary glitches, and you have to try again later.
There may be something with your device that caused you to get the message.
If you are using the App, have you checked to see if it needs to be updated?
You may also need to update your browser or operating system.
If you spend a lot of time online, try clearing your temporary internet files and cookie cache, then restarting your device.
