Won auction, paid immediately and funds left my Paypal acct. The seller relisted the item without requesting a cancelation from me because they feel that the item sold too cheaply. The seller states if I pay the new price, they will ship. The new price is $200.00 more. They still have my money and still won't ship. I filed a report with EBAY and have been told that since I filed a dispute with PAYPAL, there's nothing they can do and that there is no contract saying that the seller can't do what they're doing. Just like there's no contract saying that a buyer has to honor a purchase. All I know is I'm out $322.00, EBAY won't help and the sellers continues to try and resell item. AND... since I filed a dispute with PAYPAL because EBAY was offering help, my buyers protection on this sale doesn't exist Say's Kathlene from EABY in the Philipines. HELP!!!!!!!!!!!!

By filing with PayPal you have taken things out of eBay's hands and you will have to rely on PayPal to handle the dispute.
Frankly, I would have simply advised the seller that I expected them to live up to the terms of the auction. Then if the item hadn't arrived by the final day of the estimated delivery period, I would have filed an INR dispute under the MBG.
Of course, you could sue the seller, however, this is usually not economically feasible in most cases.

You claimed with Paypal so eBay is no longer in the loop. What is happening with the Paypal claim?

Yes, once you opened a case with Pay Pal, Ebay will no longer be any help.

As the others have said you should have filed a dispute through ebay before going to PayPal.
You should have checked the seller's feedback profile before bidding on the item. This was their first ever sale, and they probably have not refunded you because your payment was placed on a 30 Hold by ebay. Your seller's account shows the payment as Pending, even though yours shows Completed. The hold catches many new sellers by surprise and they do not know what to due if they need to refund, or ship items. You can try messaging them again, telling them that you just learned that ebay has placed a hold on your payment so that it shows as Pending. Ask them to do a Google search for "Payments on hold | ebay". They will get the info needed to refund your payment. If they do refund you, close the PayPal claim.
Since you have left a feedback for the transaction the only other thing you could do through ebay which can affect the seller would be to report them which will give them a defect. I do not suggest it since the seller is new and it will take a long time for them to repair their feedback percentage.
You can report the seller to ebay by going to the Resolution center button at the bottom of most ebay pages.
In the text box type;
I won the auction but the seller would not ship because they did not get the price they wanted They said if I paid more money they would ship the item. (check my messages). They also relisted the item for more money. I goofed and filed a claim through PayPal, I know now that that was wrong and I will have to wait for that claim to close. but the seller still has not refunded me.

If you paid on Paypal through a credit card, you can also file a dispute through the card issuer, if the Paypal case does not resolve the issue.

Since you filed a claim with paypal, expect to receive your payment refund from paypal
