So, I bought from a 99% positive rating seller. I was provided a tracking number on the 25th of July, but it starts with Order and then some random numbers, "Order738429."
Obviously I cannot track that # on USPS...is that just the order number with the seller? And I've tried contacting him twice about it because it's 5 days later and the purchase is still stuck on Tracking # Provided.
At what point do I cancel or ask for my refund if it was estimated to deliver by the 1st of August?

Since you have stated that it has been days since the purchase I do not think that a cancellation is in order. There is a small window whereas a buyer can request a cancellation. Have you tried tracking w/o the order number first, and did you purchase from a USA seller? I know that some international tracking number is not available for tracking unless you track it via the country from which it was sent.

If the estimated delivery date for the item posted in your Purchase History is August 1st and if you do not receive the item by August 1st then you should contact the seller via the eBay message system to inform the seller that (i) you have not received the item by the eBay-estimated delivery date and (ii) inquire again if the item was sent. In your message, point out that the seller did not post the tracking number on eBay and that you previously requested the tracking number (include the dates of the messages) but the seller did not reply.
If the seller does not reply by August 2nd then open an item-not-received case via the Resolution Center and include/quote your messages as part of the case. Since the seller has not (as of yet) replied, it would be safest to request a full refund rather than waiting for the seller to send the item. A seller who fails to send an item in a timely manner is not trustworthy: requesting a full refund is safer than taking a chance that the seller (who failed to reply to your messages and failed to send the item for which you paid) will send the item after you opened a dispute.
