I didn't receive the product, but there is no button, and the seller only says that the product has arrived because I signed it.
I told the seller that the signature wasn't mine, but I didn't listen.
I was forced to apply for a return and thought the seller would refund it, but they didn't, so I withdrew the return again.
After that, the system cannot take any action in the dark. Even the automated response messenger only replies that it cannot be processed because it already has a history of applying for a return.
I can't even contact the US because it was ordered from abroad. Why doesn't the system even have a space to leave inquiries?
eBay has the worst system for purchasing customers.
It is questionable whether it is a market for sellers or buyers. It is gradually losing trust.

You get one bite of the apple. If you close a case it can't be reopened.
You should not have opened a return because you had nothing to return. You needed to go to your Purchase History and by the item clicked More Actions and chose you haven't received the item.
If f you're not able to do that file a chargeback with your credit card co.

If you bought the item while logged into ebay's Korea based site (https://www.auction.co.kr/) you should post your issue on its Community, to see what steps you have to take to try and get a refund. The representatives on the U.S. based site cannot access shipping information from Korea's postal service.

I ordered it from eBay in the U.S., not from Korea. How can I follow the refund process if there is no button about not receiving the product? And why does the buyer have to take the hassle of presenting a problem to the community? This is still the old-fashioned way of operating

Your next best step is filing a claim with your payment source as in your credit card issuer.

It looks more like you are the victim of a fake tracking scam, chdk_12. Look that up in the board archives and you will find many explanations about how to proceed. Going through ebay's social media may be the best way to get you to someone who actually knows what they are doing and has authority to help.

I don't think the address you gave is for eBay.
But since the buyer was able to open a return here, they must have purchased it while signed into .com.
If you couldn't find a way to open an item not received claim before you opened the return claim, it might have too early. But now that you have opened and closed a return, you can't open any type of claim on eBay. If possible, you should try to file a claim with your payment provider.
