Technical Problem when trying to make an Offer?

Never had this issue before. I'm shopping for a GPU right now because I build PC's so I'm always trying to find a deal. Now whenever I try and "make an offer" I can put in amount, review then when I hit submit I get Sorry We Are Experiencing a Technical Problem 7513

@camri3735 Sorry about this experience. We had a temporary technical glitch which has been resolved. You should be able to make offers now.

So what's the deal with mine? So today the seller tried to make an offer to me because the "make offer" button wasn't working yesterday.  I got "Sorry, we are experiencing a technical problem.

So today, the seller tried to make an offer to me and I got the offer but when I get to accept offer I keep getting an error message "There is an issue processing your request."
