Did the seller send an invoice adding tax? If not and you saw the tax at check-out, that is added by eBay. We sellers do not even see the tax collected, as eBay processes this for us. I'm not up on which states don't have a tax on purchases, but I know there aren't many!

It is Ebay that applies & collects the sales tax, not your seller.

To which state was the item going to be delivered?

Not sure, seller seems to have his own check out system. I have never been billed for a tax in the past and I just purchased some things a few days ago. If the tax was coming to my State, not a problem, but that is not where it will end up, since we have no sales tax.

I might add that the charge is $1.34 on a $16.79 item,

If it's not ebay's checkout it could be a scam.

That seller is definitely trying to scam you. That used to be a common scam where a seller would set up tax tables for every state in the union and put the tax rate at around 15 to 20 percent. He could then lower his prices a little making him more competitive while paying a smaller FVF.
I would first message the seller and tell him to remove the tax. If that doesn't work, then click on Help & Contact, type in report and follow the prompts.

Is that one of the five states that has no sales tax? Yes, it is, I believe.

The five no sales tax states are Alaska, Oregon, Montana, Delaware and New Hampshire.
The three no MF states are Kansas, Missouri, and Florida.

Yes, appears they are collecting a tax and then putting in their pocket. I did contact them, said to wait for invoice and they would take care of it, hard to do with a buy now pay now sale. Not going to waste anymore time with it -- On to the next one. If this were me as a seller, ebay would have me in jail 4 times over already.
