I purchased a book on e-bay through a larger seller. The tracking never updated (ie, they never shipped it), I reached out to them and got an automated response, and a week later reported that it hadn't arrived but I still wanted it. They gave me a refund. Then, about a week later, they somehow had 12+ copies available at about 20-25% more than what I had paid... So they couldn't ship me my copy, gave me a refund I hadn't asked for, and then could sell copies for more money... Seemed suspicious. Tried to contact them about it but have just gotten the run around and 0 customer service. Also tried to contact e-bay but the AI is an absolute joke and apparently messaging a human is out of the question, so how would I go about warning others to avoid this seller and their suspicious dealings to e-bay to hopefully have them investigated or removed?

You will get unreliable sellers. The great thing about the marketplace only or in person is you as a buyer have the ability to buyer from another seller/business which is what you should do. Find another seller and purchase the item from them. Move on from this particular seller. You would be wasting your time reporting them to Ebay. Ebay will do nothing.

Really? Investigated or removed because a seller was unable to fill an order? That's pretty harsh.
You said they are a large seller. What likely happened is they had a stock issue, were unable to fulfill your order, and gave you a refund when you filed the non-receipt claim.
Then they got new stock, and the price of the new stock was higher, therefore the seller raised the price.
No it's not great the seller was unable to fill your order, but it's hardly suspicious or reason to want a seller removed just because they got more stock at a higher inventory cost.
If you want to warn other buyers you can leave feedback for the seller. Keep it factual:
Seller was unable to fulfill order; sent a refund instead of the item I wanted.
eBay was already alerted to the issue when you filed the non-receipt claim. eBay tracks them and will punish sellers with too many claims.

As a seller yourself you should know how the Money Back Guarantee works. It is mostly automated and doesn't need human input for the most part. You could have filed an item not received dispute the day after the last estimated delivery date had passed.
When the seller refunded (canceled the transaction) a reason should have been given. If it was buyer requested cancellation or problem with address, that can be reported. If they chose any other reason, they received a defect on their account and had to pay the fees for the transaction. If it happens often enough, ebay will take action.
