Shipping address is reject with gift cards

Hello, I have used eBay gift cards for a long time without problem and now eBay is rejecting my purchase and if I change the address it will let me buy but after a while it will not let me to that address either and if I enter a new address it accepts the payments. It seems that the addresses are beginning to be blocked. 
Has it happened to anyone? in customer service they unblock my address but then the block comes back and there is no reason

Hmm, not sure I've seen this issue before but hopefully someone with more gift card experience can assist.

Are you in the US or are you overseas and using a freight forwarder address in the US?

Have you filed a lot of claims in the past? I see you had several negative experiences.

Is maybe  the seller blocking you? Just a thought. I did notice some negative feedbacks for others. Just thoughts.

To clarify @sdimportcali , you are talking about using eBay gift cards to make a payment, correct?

You are not talking about purchasing gift cards?

yes I am in Florida.  But I speak with customer service and and they make some adjustments and it works but then the blockage returns to that address and I always have to contact eBay. This only happens when I use eBay gift card as a payment method. When I use a credit card there is never a problem.

ebay says when using a gift card the shipping address should match the address associated with the credit card on file for that account
