Sent back INAD package using RMA provided by eBay, tracking shows not moving. No refund?

Hoping for some advice.

Bought a Bluray that was advertised as 'like new' and received a smudged up creased slip cover with fingerprints all over the discs inside. Should have been listed as 'acceptable' at best. So I put in a request to send item back for a refund. Seller agreed and I printed the exact return label provided. Sent the package back and here I am 2 weeks later and the tracking shows only that it was accepted by USPS and has departed my local postal city.

So is a buyer SOL if an item gets lost in the mail on the way back to the seller? Is there no other recourse? Because I see no other option to get this escalated. eBay says in the return details to "wait 2 days after seller receives the return package for a refund".

eBay @theofficefan4life says:

When a buyer returns an item and it doesn't show delivered within the specified timeframe then we will look at three possible situations to determine the outcome.

1. If the buyer used an eBay return label then we will close the case in the buyers favor, regardless of who paid for the return label.

2. If the buyer used their own label and they paid for it themselves, we will close the case in the sellers favor.

3. If the seller sent the buyer a label and the seller paid for it, we will close the case in the buyers favor.

Contact customer support and they'll be able to take the next appropriate steps.

Call the 800 number on the USPS web site. They can pull up a lot more info than what is on line. I have had packages get "unstuck" that way.
