Seller will not ship/ignores messages

I saw an effects unit I wanted that had only been bid up to 18 dollars and put it in my watch list. I bid on it and won it in the last 5 minutes of the auction for $26 plus $35 shipping. The seller only had 1 feedback but I could not resist as the item was worth between $150 and $225 depending on condition. Plus I needed it for my studio. His listing said "will ship ASAP".  4 days later the item has not shipped, 2 messages requesting the status of the shipping and please give me +feedback for prompt payment have gone unanswered. I figure he is angry since I got it at a price so low as to not make it worth his time. At this point I would very much like my $61.44 back. What can I do? I won it fairly and legally,

A day after the estimated delivery date Ebay gave you, open an Item Not Received case.
Go to your purchase history and click I didn't get it in the menu next to the item.
The seller will have 3 days to provide a tracking number showing it was delivered or refund.
If they don't, return to the case on day 4 and ask Ebay to step in.
