I won and paid for an item that I at first made an offer on that was declined. So I bid on the item which I was the only bidder and won the item. I paid for the item with in minutes. Next I received a message from the seller saying they were refunding my payment (which still has not happened) and they have relisted the item within minutes of the ending of the auction that I won and paid for.
Item is currently up for auction.
I have done everything that eBay requires to resolve this issue. I really need to talk to someone at eBay but cannot find any phone numbers or email addresses.
What can I do?

What reason did the seller use for cancelling the order? If they used "buyer request" or "problem with address" that is an abuse and can be reported to ebay.
If they used "out of stock, damaged item" they gave their account a 'ding' and after just a few of those they'll be limited and/or completely unable to sell on ebay. plus their listings will be dropped further in the search results.

The seller has not yet cancelled the order, which is the problem. OTW the buyer would have received a refund already.
I am guessing he is going to make the buyer file an INR and stretch it out as long as possible, which is 10x worse.
@buddyboy54 nothing you can do except wait for the estimated delivery date to pass and then file an item not received case if the seller does not formally cancel the sale.

He gave no reason. All he said was he was refunding the payment and relisting the item.
We explained why it is a contract and we fulfilled our part. He then said he was new at selling and did
not understand the rules.
I then explained the rules
He said no because he was giving us a full refund.
No refund 3 days later.
Went thru the resolution center and sent one more email with no response.

You can speak with a ebay rep by going to help & contact, & then select have eBay telephone you back.
The customer service rep will be sympathetic, eBay however will not make the seller send you the item
you won.
You are entitled a refund of your payment.

Thank you for your response and thank you to the other community members who responded . eBay was of no help for us except most likely told the seller to cancel the sale and to refund us. He took 4 days to do so. We left a negative feedback for the seller warning other buyers. The relisted item was ended again just hours before it ended and he has now relisted it again.

Off topic but, Yikes> that feedback you left! If I saw that I'd run away. Maybe don't take it so personal, you DID get a refund.

OP thought he was getting a Samsung Galaxy Tablet for $36 - so I imagine he was rather miffed.
Any one who sees the feedback and checks would likely understand an inexperienced seller made a mistake and had to back out

To be fair, the tablet is over 6 years old, has screen cracks, and the battery doesn't hold a charge for very long.
And the relisted auction starting price is only 4.00 more than the sold auction price.
I'm not sure what the seller is thinking ....

This is in reply to an old posting, so probably will not be seen. Anyway, it is my opinion that it is NOT the Buyer's fault, or problem, if a Seller is new, uninformed, etc., and especially if the Seller, knowingly or unknowingly, UNDERvalued the item. It is a breach of the contract! The Seller should be held accountable and harsh penalties levied.
The same issue has happened to me twice!
