Seller keeps relisted the same car

Seller had a winning bid ... in description said if High bitter didn't win would go to Second high bid. I was second High bitter and never got a response. Noticed couple days later car relisted. I see that relisting a cars constantly with Euclid car company. Should I go to the Attorney General of the state or what does eBay do about this. To me that's false advertisement

I don't think that the Attorney General or State's Attorney would step in since eBay Motor's listings are binding contracts.  I suppose the seller could make a SCO but that too, would not be a binding contract.

Alas!  I made a typo in my reply.  That first sentence should read "... aren't binding contracts" instead of "... are binding contracts."
