Seller gave tracking number but hasn't shipped

I bought an item - paid immediately through Ebay. Seller provides a tracking number marking it shipped. We're now on the 5th day, and the seller STILL hasn't shipped - he informs me that

1) He hasn't been paid by ebay and is holding the item until payment clears. (Based on what I've read about current policies I don't believe it will ever clear until it is marked delivered.)

2) He is so sick of ebay that he is closing his account when the box is delivered.

I did inform him of https://export.ebay.com/en/fees-and-payments/payments/payment-holds/, to which I haven't received a response. The bit about closing his account is disturbing though - making me wary - though if he stuck a tracking label on a box of kleenex, I don't see why he'd be holding it for payment.

Ebay doesn't even provide a button to dispute until the elapse of the 'expected' date - it may still be in route - but the seller has informed me has won't ship it until he gets his money.  Since I've already contacted the seller, without response, is there any way to get ebay involved now?

When you received the tracking number you should have also gotten an estimated delivery date. ONE DAY past that date file an Item Not Received claim.

And STOP talking to him. Let the claim run its course and you will get a full refund. The seller will get his account dinged.

This is one is very easy.  You are going to open an ITEM NOT RECEIVED CASE if the latest estimated shipping date has arrived.   Your seller is obviously very new and does not understand ebay policy regarding new sellers.  You can email him ONCE and tell him that you will be opening an item NOT received case as soon as the estimated arrival date has arrived.    Tell him that in 3 days, you will escalate since he is not shipping and ebay will refund you .   He will still have to pay the ebay fees and he will be one step closer to getting suspended from ebay.   Tell him that a buyer is NEVER to wait extra days for their package.  He should be able to print the shipping label from ebay from the "held" funds.  Ebay releases the exact amount of the postage if he prints via ebay shipping.

Do NOT close the case once you open it.  Sellers that don't know ebay policy make it harder for others .  Open the case.  Follow the directions. In 3 days, if you do not get a tracking #, escalate it.  If you get a tracking number, wait a day or two to make sure that the seller actually mailed it.

Again, do not close the case once you open it.  Do not feel pity for a seller that doesn't know what he/she is doing.   Try to re-buy your item from a seller with lots of good feedback.

eBay tells the seller when the buyer pays. That is when their handling time starts. 

If the seller doesn't ship within their handling time when eBay says awaiting shipment they can get a defect. Defects lead to seller restrictions. If they keep doing that they'll be restricted indefinitely,

It will certainly clear and that does not depend on it having been delivered.  And your seller is risking a problem with his account if he's holding off til payment clears.

Both you and your seller need to educate yourself on the way eBay works for both buyer and seller.

Did you check the seller's feedback profile page before buying from them? They may have a fair number of feedback and a 100% rating, but it could all be for buying, not selling, before or in the last year.  That would mean the payment is on hold, which is why they haven't shipped.  Another reason for checking feedback profile pagess before buying from any seller.

   If you tried to send the link you posted via ebay messages, it was deleted.  You could try messaging them again, and ask them to do a Google search for "Payments on hold, ebay".   Then they would get the info needed to complete the transaction.

The seller can't just close their account, they can stop buying/selling, and request closure, but that will not happen until the account is dormant for 6 months.

He had seller feedback, but evidently not recently. It appears to be straightened out, and while I'm not super happy about the ease of the transaction, it appears I'll be getting my item. Just a promise at this point but - we'll see how this goes.

Again, you are familiar with the MBG, so you know what to do if/when the item doesn't arrive within a few days of its last estimated delivery date.

Closing EBays  account is quite appealing . Foreign Sellers have done what they want with eBay , go look for an item & hundreds of unrelated items show up. Once item is found such Sellers gives a bogus tracking # & items show up later than expected  , broken packages & with missing parts . Sellers got your money & eBays does nothing to Sellers , just issue a long process thats call , Returned.  You can look , find prices & then Shop elsewhere . Close account  & that can't be done.
