9 days ago i won an auction and the seller still hasn't shipped the item and has ignored every message that I have sent to him. It is now one day past the delivery due date so I am going to ask for a refund which will be ignored then I will have to go through the resolution center and it's just a headache. I know the reason he didn't ship it out is because he didn't get as much money for it as he wanted to but I'm curious if I can find out if a seller has done this in the past, before I bid on an item?

OP: Be aware, too, leaving a lot of negs, even if warranted, can cost you your buying privileges. A seller might make the case that since you are so perpetually dissatisfied, even if every one was absolutely true, that you shouldn't buy here.
So protect yourself first, since whatever you leave might be removed. Just be wise not to leave too many.

It is very frustrating. If I’m lucky enough to win with a low bid and the seller doesn’t ship, all they have to do is refund. But what if I say I want the item, not a refund? They just ignore it and refund. So what’s the point?

I'm curious to know how you know that the reason the seller hasn't shipped is because the selling price was low?
Of course, when selling at auction the seller is required to fulfill the terms of the agreement when the auction closes with a winning bidder just as the winner is. They can be sued for breach of contract just like a non-paying bidder. However, such action isn't usually economically feasible in either case. Sellers usually settle for filing a UID while buyers are usually left with leaving appropriate feedback.
If the item hasn't arrived by the final day of the estimated delivery period, you should file an INR dispute.

Other than checking the seller's feedback, I don't believe there is. Of course, since sellers are required to furnish tracking numbers to buyers nor reply to their communications it is hard to determine if the seller has or has not shipped the item at a specific time. However, if the item fails to arrive by the last day of the estimated delivery period an INR dispute filed the next day is the buyers best course of action, in my opinion.

I have the same issue. Is there any recourse? I too want the item, not a 30 cent refund. I have several refunds from the same seller. I would think ebay would flag that seller if that was the case. It would be helpful if we could see our history with a seller, before bothering to bid.
