It is 'not okay' ... and the seller received a 'defect' from eBay for doing it. [Unfortunately, eBay has no legal way to force a seller to ship an item if they refuse to do so.]

Well as long as item is his, he can do whatever he wants with it.
Its not a nice thing to do, but you got refund, there's nothing else you can do about it.

You can’t file a claim when you were already refunded. Seller should have started the bid at what he wanted for the item.

Claims are to get a refund. eBay is not going to send muscle to the seller's place to force him/her to ship. They refund the buyer's money and make note of the outcome for future determination of the seller's status. The seller automatically got a "defect" when s/he cancelled the transaction. That is the primary tool eBay uses to weed out bad sellers, downgrading the selling status of those who get too many relative to their sales volume (as opposed to having to pay employees to actually investigate to see how likely it was that the seller had a legitimate reason to cancel vs. deliberate policy violations).
You may leave appropriate (calm, factual--if the seller said that x was the reason say "seller said x. . ." so people don't think you are just jumping to conclusions) feedback to warn future buyers/bidders. If the usual links have vanished, go to anyone's Feedback Profile (doesn't matter who, click on the feedback score in parentheses behind the username) then scroll down to below the last comment on that page to find a "Leave feedback" link that doesn't vanish (it brings you to a list of items you can leave feedback for).
Theoretically you could sue the seller for breach of the contract of sale (for the difference between the auction price and what you ended up having to pay for a replacement), but that is almost never practical.

Is that sort of item even allowed to be sold on eBay?

It is, but only from an authorized reseller. And it's a digital code listed in the wrong format by a seller eBay didn't authorize, and that is going against the digital policy.
I feel like you have to have "clean hands" if you want to complain about the seller. I mean you're buying something against policy. If it's not allowed he shouldn't be trying to buy it. He should be reporting listings that violate policy.

And you know that that was the reason for the cancelation how?
I'm not sure that the MBG covers such digital items. However, according to your post you had already gotten a refund. Why then, would expect to be allowed to open a claim to receive another one?
