Seller advertised a lego with very attractive price ($429 - MSRP is $699). I bought this, and then seller shipped it immediately.
There were little odd things at beginning -->
1. description said USPS, but gave me UPS tracking #.
2. shipped from diff. state
Today met UPS guy in person, I didn't have any shipment, however, tracking info said delivered one hour ago.
Called UPS talking with UPS customer service, they said, recipient's name & address is diff. than mine.
recipient's address is close to my address (same zip code )....
I immediately called ebay & credit card company. I will get full refund for sure.
My question is why people are doing this kind of scam?
ebay, paypal will take his money back, why do this kinda scam..... I am just curious. I don't think it will work.

I got refund from eBay.
I pointed out few things:
1) diff shipping method as described
2) diff shipping state than the one in description
3) diff recipient info in ups
the most important thing is making a call early.
we have to check seller’s review more carefully…0 review? Avoid !!!!

People do this scam because there is money in it for them. Buyers that open a case with ebay will be denied a refund because tracking shows delivery. It comes close to a perfect scam, right up there with buyers claiming the box was received empty.

It seems to be a very popular scam with criminals because it works and the scammers know that ebay will not investigate.
Ebay will not take the scammers money back, they will side with a scammer seller and against the buyer because the scan shows delivery. Ebay will not investigate the same zip-code but different address. There was just today a buyer who said despite all the evidence of this scam there was not anywhere to appeal to ebay to show proof of the scam.
Apparently, ebay's lazy fraud department just doesn't care or doesn't want to get involved.

Without a note on UPS stationary, the UPS rep's word will not help you get a refund from ebay or your card company.
"I immediately called ebay & credit card company. I will get full refund for sure".
Chances are good because you called ebay and your card provider, that both cases will get closed. By opening a claim with your card provider your ebay Money Back Guarantee protections for this transaction may be complete removed. Each company would consider that as double dipping. I would call my card provider and cancel the claim before it becomes official.
eBay's reps are not really up on policies since ebay had to cobble together a customer service system after their Philippine based CS dept. was closed due to Covid last year. The rep may have meant it when they said you would get a refund, but once the case is presented, the Delivered scan will get it closed. The same thing will happen when your CC provider checks as well. eBay and other 3rd party online retail sites, and CC providers are not allowed access to most shipping company's advanced tracking information because they are not the sender or recipient of a package, and due to privacy policies are not entitled to that info.
You can appeal ebay's automated original decision to close a dispute because of a Delivered scan, but you need to do a little leg work to be successful.
Go to your local Post Office, UPS or FedEx store and bring proof of you being the recipient, eBay Order Details and Purchase History pages w/ the tracking number on it. If you used a phone/tablet etc. for the purchase bring that, or print copies of those pages if you used a computer.
At the store ask the clerk to compare the shipping label info address, package type/size/weight to the Order details info. They cannot give out specific information, but they can write a note on company stationary saying things like; the shipping label's address does not match yours, and if applicable that the package type/size/weight. doesn't match what you should have received.
The note needs to be signed and dated by the clerk and give the store#.
With that info you can file an appeal. When you do there will be a place to upload documentation, a clear photo or scan of the note. Appeals are looked at by real people and the info you provide will cause you to win.

In the future if you run into this scam again, the proper order to file disputes is;
1) eBay and if needed appeal.
2) If you paid through PayPal, their customer service with more proof than you provided ebay or get their CS phone number, I've heard that PP's reps will call UPS and get the generic "the address on the label was not yours" answer, and they will refund, but you have to go back to ebay to get the sales tax refunded.
3) Your card provider.

Very true! A very similar scam happened to me.
Ebay gave me the run around. I made multiple good-faith efforts to have it resolved. The answer was clear.
I started a credit card chargeback.
CYA! Document! Take screen shots. Get ebay chat transcripts. Sign up for a UPS My Choice account.
Ebay was fast to remove most of the seller's negative feedback - all the other buyers they scammed this month (I have it printed). I guess that's who (or what - $) needs protecting. Sad...

I just was a victim of this scam involving UPS tracking showing it was delivered. Ebay did refund my money but made it out as a courtesy and that the item shows as being delivered in the email they sent to me. UPS informed me that if Ebay contacted them with the tracking number they would confirm that the item was delivered to a different name and street address. I informed Ebay of this but doubt it was followed upon. Then they removed my negative feedback for the seller! It would be incredibly easy to confirm the facts.
