Requiring payment upfront when making offers

I make offers almost daily for items. Over the past week, eBay is requiring me to include my payment information with the offer, something that has never happened before. This is causing all kinds of problems. The first problem is, if I'm making offers on multiple items with the same seller, if accepted the payment is processed immediately so there is no opportunity to request an invoice with combined shipping and I'm being dramatically overcharged. The second is, the funds for each offer are held as pending, using up availability in whatever payment option I've chosen. I made a $660 offer to a seller which was turned down 5 days ago, yet the money is still being held as "pending" in my PayPal. I actually called to speak to an eBay representative and was lied to point blank, being told this was not an eBay policy and I needed to contact the sellers instead. Under this new policy, I will no longer be making offers and sellers need to be aware they are being harmed by this and losing opportunities for sales.

There has to be a way for eBay to bundle all offers to 1 seller, just a simple check mark box of does this seller have other items you’d like to make an offer on?  It’ll still be a pain in the a$$, but at least you can make offers and not get bent over on shipping.

Another problem with requiring payment info when making an offer is that it must be saved.  And saving it means: 

By Saving, you authorize us to store this card as a payment method for future purchases on eBay according to our User Agreement and Privacy Notice..”

 

I do not want eBay saving my credit card info!

 

I was lied to by eBay reps.  I was told that I do not need to save payment info to make an offer. Not true.

Was also told that requiring payment info to make an offer was for my convenience as a buyer.  If that was actually true, then it would be something that I could opt into versus being something forced on me.

I'm very frustrated with eBay!

Sellers have been demanding this for a few years.

And now that it has been implemented on a trial basis, those sellers are learning that buyers hate it and will likely stop making Offers.

The phone reps do not work for eBay so don't bother with them. They work for a subcontractor out of Utah.

The social media Chat accounts are covered by trained eBay employees with some authority.
And you get a transcript so you can compare what you heard with what you were told.

Here's another issue with this - I have Ebay 'spendable funds' but cannot use them to make offers that have this requirement checked.  So, I basically can't make any offers unless I use another form of payment which I don't want to do because I have Ebay spendable funds.  As a result I have been passing on making any offers to sellers with this enabled.  Way to go Ebay.

As a buyer, I am not going to fill out purchase information for an offer that has not even been accepted. It is a waste of my time. As a seller, this change explains why I have received so few offers- none in months. Instead, buyers have been sending me messages and making offers by message. I was wondering in the back of my mind why so many message offers. Now I know. Bad idea, eBay. PLEASE FIX. It was working fine before the change.
