The reason that the INR dispute was closed is because the tracking shows it was delivered upon the initial investigation. You will need to contact the carrier that reportedly delivered the item to obtain evidence to the contrary such as it being delivered to a different address, etc. However, as for as eBay is concerned an investigation was conducted and the seller has done his job according to the tracking.
