I haven't been able to buy multiple items from one seller without eBay wanting me to pay full shipping for each item. I add items to Cart, go to Cart, but there is no "request total from seller" button, anywhere. I've tried switching to the eBay Classic Site, still not there. None of the reasons for this people have listed on threads over the years apply. The option just is no longer available. Why? This is costing sellers & eBay a lot of money. If they think they're going to make more money because people will just pay full shipping for each item they're sadly mistaken. People will say "screw this" and go elsewhere, which is about where I'm at now. People have been complaining about this since 2014 (maybe longer) but eBay still has done nothing to fix the problem. Are they just really slow or could they care less about their buyers & sellers - or about anything that isn't another way for them to squeeze more money out of buyers & sellers. After 5+ years I think the answer is obvious.

Have you tried contacting the seller? Most will try to do a workaround for you.

he other reason it may not appear is if any of the items are on "sale".
Also if "other sellers" items are in your cart, you have to remove them first... You can't just select which ones you want to pay for...
The more the buyer pays, the more ebay makes, so any incentive to fix this ongoing problem is likely LOW on their list of tech issues... even though it annoys BUYERS. Likely ebay discovered that buyers would pay anyway...LOL.

Some buyers do find it a inconvenience or risky to purchase multiple items requiring immediate payment when a seller offers combined shipping discounts
