i was past my 30 day money back gurantee so i was advised by an ebay rep to contact the seller in regard to a refund the seller attempted to refund my money but ebay then refused to process the refund. How can they tell  soneone theycant give a person money?? I took the exact action directed by the ebay company ...

If your seller is still with PayPal and that is how you paid they can refund directly on PayPal for up to 90 days from the payment.

If it's more than 90 days they would need to use Send Money in PayPal and for that they would need your email address.

It is also possible they are trying to do a refund via eBay and they do not have enough funds in their PayPal account. They would need to add funds from their bank in that case.

Unfortunately the situation is a little fluid these days because some sellers are in Managed Payments and some are still with PayPal.
