I was scammed by a so-called "dropshipper" who actually just bought the item from Walmart, sold it to me for 2x the price and put in my address. I'm going to report them to eBay of course, but I'm not sure if I should try to get a refund. The reason why I'm hesitant is because eBay only gives me the option for a return, not a refund. Also, the seller accepts refunds for up to 60 days. I don't want to return the item even if that means getting my money back cuz I only got scammed out of $5 (it's just some WD-40 that I've been waiting on forever), but if I could get only my money back that would still be great.
So can I get a refund without returning? Or does eBay not work like that? Also, can I even report the seller without trying to return the item to begin with?

No you can not "get" a refund without a return.
You can file a Not As described case and the seller can then send you a return shipping label OR the seller can decide to refund you and let you keep it... BUT that is up to the seller.
You can also report the drop ship to eBay on the listing and leave appropriate FB for the seller.

You can request a partial refund from the seller (in a message), but it's up to the seller whether to grant it or not.
You can open a Return with eBay... maybe the seller will require a return (for a full refund), but maybe the seller will offer you a partial refund and let you keep the items.
I sell here and normally don't recommend a refund without a return. But on a couple of cans of WD-40, I might reconsider.

You were not scammed as you got the item you ordered and price was known by you before you purchased.

No you can not get a refund and keep the item. That will be getting items for FREE and no one works like that not even eBay.

Seller has not violated any policies or committed any crime therefore you have nothing to report to eBay.
Walmart are a buyer who buys items from suppliers, producers/ manufacturers to sell as do all other retailers and these items are then sold to other buyers like you for a higher price.

Nobody works like that.
Imagine walking into Walmart or any store and asking for a refund without giving them the item back.
Now imagine how quickly all businesses would collapse if that was their policy..."We give full refunds and you don't have to return anything!"

You want to keep an item for FREE cuz you feel you overpaid! You could have easily researched price before buying! Yet you come here calling the SELLER a Scammer!! SMH

If the item was available at Wally World for half the price why did you not buy it there? Sometimes if you want to get the best price when buying something, as mamma said "You gotta shop around."

Here's the way I see it:
I bought an item, that item was priced too high. The seller misled me into believing I was buying from HIM, not Walmart. Now he's taken money from me without doing any work. Taking money from someone without working for it sounds a lot like a scam to me ¯\_(ツ)_/¯

You've got a point, but it doesn't change the fact that the seller violated ebay polices (they don't allow dropshipping without repackaging). Plus, if you were in my shoes i.e you needed some WD-40, you'd never bought it before, and you didn't have a lot of time, you probably would've done the same thing.
