I received pasta and a camera instead of a Nintendo. The case was closed, and I can't get my money back. I really got scammed!

Yes it was also INR and they closed it. The seller took almost a month to ship the package and He wasn't responding to my messages. I used my debit card btw so I wonder if I can do a charge back there.

I would file Mail Fraud, with the IC3.gov and a police report local and at seller's location.
Make sure you have copies of all the items from what the item order, the tracking detail of shipping time through receiving, and such.
Document everything and keep the package as is.

The listing ended on July 5, 2022
You label shows package was mailed on July 6, 2020.
The tracking number shows the package was delivered to Parcel Locker on August 1, 2022.
It looks like from the start the seller intended to rip you off.
Package was lost within USPS for a while. I am surprised eBay did not approve you claim for item not received. The item was way over due as for a USPS Priority Package.

I'm guessing there's more to the INR case than is being shared here...timing wise.

The tracking history shows USPS "awaiting item" until the package got its acceptance scan in the sender's ZIP Code on July 30. Any scan other than Accepted might allow for the possibility that it had been shipped earlier. But in this case it seems that the item was "lost" at the seller's home.

It shouldn't matter that the item not received case is closed. You're within the 30-day window to open a not as described case. Go back to the item in your purchase history. You should see a blue Return button. Click it, then select that the item was not as described. That should open the correct case.
And as a side note, filing with ic3 and the police may make you feel better, but it's not going to get your money back. IC3 is not going to raid the seller. It's doubtful the seller is even at that return address. The police will tell you that since you received something it's now a civil matter. I have a friend who had a contactor disappear with more than $200,000. The police told her that because the contractor did one day of work there was nothing they could do.

Filing a "not as described" claim has been recommended multiple times, but the OP replied that "The case is closed I can't file anymore." It doesn't seem logical that eBay would not allow a SNAD claim after a buyer had lost an INR claim. I hope that your specific instructions will help him.

I think the problem now may be that they filed with PayPal too though. When a files with the payment provider usually eBay no longer gets involved

First, take a deep breath.
Then prepare that Tony’s jambalaya mix, it really is the bees’ knees.
While that’s cooking, slowly re-read this whole post, making sure you understand what each poster is saying.
Now since you already went to PayPal, I don’t think you can call eBay to change your item not received into an item not as described dispute.
Look on the back of the card you used to pay for the item, and call
them to file a chargeback..

OP used a debit card, so probably no possibility of a chargeback.
In my earlier response I missed that you opened a Paypal case. That closed the door on any future actions through eBay. But you may still be able to get help through Paypal. You need to see if, like eBay, Paypal will allow you to open a case for a not as described item after losing a not received case. Hopefully they will.

Go to your purchase history and click return item and select, the item doesn't match the description as the reason.
The seller will have 3 days to accept the return and pay return shipping or refund without returning.
If they don't, return to the case on day 4 and ask Ebay to step in.
