I keep getting this error randomly, even through Buy It Now:
You’ve reached a temporary buying restriction.
You can only buy items where you can pay immediately at checkout. To continue, find an item with an immediate payment method and click on the “Add to Cart” button in the listing.
I've had this account for over a year, have only positive feedback, and my only dispute ever was resolved in my favor. I have no outstanding payments. When I contacted support they told me to link my PayPal, which I did, and that didn't fix it. (Waiting on a follow up from customer support for that.)
Anyone else have a similar issue or can speculate on the cause?

The limitation may be in place because of the number of items you are trying to buy at one time of the amount you are spending at one time. Up until now you seem to buy in streaks which the computers see as a warning. Sometimes the limits are only for 24 hours, so if you purchase a few items to day tomorrow you may be able to purchase more. If you were trying to bid on an item you may have run into an Open transaction limit which only allows you to place 5 bids at any one time. If you win an auction and pay or lose an auction you get the limit raised again.
The best way to win auctions, is to place one bid as late in the auction as you can for the most you are willing to pay for an item. That's called automatic bidding.

Another way that could help get rid of the limits would be to add a credit card to your account. To do that go to My ebay click on > Account > Personal information > financial information > add the card # Once the limits go away completely delete the card. read the info in the link below.

Ebay sure is doing its part in trying to run off new auction buyers.
