Has anyone ever received clothing with the security tag still attached??? Really hard to remove, and makes me wonder if it was stolen.

I've gotten garments with the security tag still on it in wholesale boxes. I've seen them in thrifts. Not sure I'd go whole hog with the 'stolen goods' thing, reporting the seller and the rest of it unless I was certain.
If you want to keep the garment, there is loads of information online for how to remove those things. I've done it with no more than a pair of pliers. There are a number of different types of these tags, though.
Having said that - it's a hassle and really, they should have pulled it off or at least warned you - so you have a perfect right to return it.

Did they disclose that there was a security device attached? If not, could you have a not as described issue?

Those are almost certainly stolen. Unless you have the gadget to remove them, your garment will be sprayed with indelible dye.
Open a Not As Described dispute with the Resolution Centre at the bottom of this page.
The seller may be told to send you return shipping and when there is Proof of Delivery, you will be refunded.
If the seller refuses , which is likely with stolen goods, you will be refunded.
Once you have your refund, you can Report the seller to eBay for selling stolen goods. If you are feeling very civic-minded you could file a police report locally and ask that it be forwarded to the seller's local police force.

My son came home last weekend and did some shopping using our Kohl's rewards. When he was showing us what he bought one item still had the security tag on it, and he was able to walk out of the store without the alarm going off. So as @chapeau-noir , pointed out what you purchased may not have been stolen. Even if it was, you have no proof of that, and since clothing does not have serial numbers, you aren't in danger of being charged with receipt of stolen property.
That being said the seller should have mentioned the security tag being on the item. Maybe because the tags can be hard to remove they thought if they mentioned it, people would jump to the same conclusion you've come to. Whether or not you want to return it is up to you. However, before starting a return, I suggest checking the seller's feedback profile page. If they have done this before it is probably mentioned in a feedback comment.

If the seller bought the item from a store that was already out of a business, and the tenants may have just been clearing out everything, that is one possibility. May also be that whoever they bought it from just didn't see it and remove it. Not all set off a security alarm, some are just filled with ink, though usually they will say so on tag. (this is more uncommon now though), or some just have nothing in them, and no alarm, they're just there to scare people basically. I think it's more likely the first. On the plus side, at least you know the item was most likely never worn or used, if it has an EAS tag on.

Most of the time sellers are able to acquire these goods through closeout sales or deeply discounted from the original store,Many stores sell in wholesale lots to the open consumer market when their current inventory of merchandise by name brand is leftover to make room for their new fashion clothing
Basically it is known as "new old stock" most likely that is the item you have,For instance you can find tons of brand new jeans here on e-bay with original price tags on them
It is nothing to sound an alarm about,clothing designers come out with their new line each year and when directing to their sellers,their sellers need to move their "leftover" inventory to make room for the new items
If it has a security tag its a good guess it was just put up for sale that way,and no one took the time to dis-arm it
Merchandise like that is recorded and is likely to have been sold that way,such as "okay this has to go,get it ready to sell so we have room for the new stuff"
It really is not anything to worry about
Do your research and you will find a lot of items "new with tags",etc.
