I purchased an item in the earlier part of 2017. Received the item, everything looks great and is working greating. Around August or so I start having problems with and remembered that the item purchased came with a 2 year warranty. I reached out to the seller, took pictures and sent video of how the item is no longer working and based on the warranty requested some type of resolution. I was told that I would receive replacement parts within 3-4 weeks. I have not received those replacement parts, I have not heard any more from the seller. I've sent several messages and I'm unable to get a response. When I try to report the item, the only options I have is to "save this seller" or "contact seller". It will not allow me to contact Ebay for assistance because the item is no longer listed and doesn't come up as an item to report. This item is detrimental to my business. I'm not asking for a refund, I'm just asking to either replace or send the parts that was promised. Can someone please tell me how to dispute this with Ebay. TIA

If the warranty came through Squaretrade on Ebay, you need to contact them.
If the warranty came with the item, from the original manufacturer, you need to contact them; but since you are not the first buyer (the seller would be that) warranty may be null and void.
You are out of time to dispute this to Ebay, deadline is 30 days.
You are out of time to dispute this with Paypal, deadline is 180 days.
You would seem to have no options here.

I would file an item not as described and ask to return for refund. Seller should have to pay for return shipping. Order from someone else and place a note in the birthday card that you bought this book and it will arrive soon. No point in keeping a junk book. A partial refund will not make the book look any better.

OP did did say they purchased the item "earlier part of 2017".
