I remember some time ago eBay was requesting that buyers report sellers that are charging outrageous shipping fees (examples: $30 S&H for a lightweight item such as a T-shirt or an autographed photo. Saw one even at $50). Are they still wanting people to report those? I can't find anything about that anymore.

Shipping is expensive and does depend on where it is coming from, but your examples sound VERY over the top.
In the past some sellers used to charge $5.00 for an item and then add huge shipping costs to dodge a higher final value fee, but since they now apply to the shipping portion anyway, I doubt eBay care any more.
Can you put an item number here for us to look at? coz as I said this sounds extremely high

eBay hasnt cared about that since they started charging FVF on the S&H cost.
In fact, with Managed Payments, they have created a financial incentive for sellers to start charging $1 for an item and $49 for shipping on a $50 sale. Since the 12+% FVF is now levied against sales tax, and not all states charge sales tax on shipping, a seller that does that can see a significant lesser fee on sales to those states.

There is a 'Report item" link in every listing, to the far right of the Description tab.

I have seen shipping fees within the US at well over $200. How is that when shipping from the UK is at most $50 for items like guitars?

Sales tax averages... what? 6-8%? 10% in some states and localities? If sales tax is 10% of the item cost, and FVF is 12%, the fees on taxes make up 1.2% of item cost. So at a 10% sales tax rate and 12% FVF, inflating shipping cost saves you 1.2% in fees. Is that 1.2% worth the impression left on your buyer?...

^^^ assuming the buyer lives in a state/locality that doesn't charge sales tax on shipping and assuming they live in an area with high sales tax. Someone with 5-6% sales tax will leave you with 0.6-0.72% fee savings.
