Open item not as described or item defective claim for a gift card that doesn't work?

Hello, I purchased a razer gift card on ebay a few weeks back, it came today but the card doesn't work since it didn't have the right amount of digits. When I open a case to return it, would I use item not as  described or item damaged/defective?
